Actually, now that Java is for all intents and purposes an international standard there's little chance that Microsoft can neutralize it. Microsoft knows that Visual Basic and proprietary frameworks for C++ are their key to keeping application developers from writing to anything but Windows. Their technology is about as badly designed and brittle as one could make it, but they are able to throw an unlimited number of development dollars to create tools and workarounds to make up for the truly horrible technology which underlies their products. That's where they shine: spending hundreds of millions on this application or that but falling flat on their face when it comes to core technologies.
