There is a system at the Federal Level. It is organized. There are requirements for hiring once you are in the system it becomes hard for an incompetent person to be let go.

There are what are known as 'desk warmers'-------they are a part of the system and cannot be let go as discrimination lawsuits get filed based on various categories. I know a few.

In education there are "associations" such as the NEA that moves on down to the local level. Teachers are pressured to join.

The fact is there are many people who are qualified to teach but can't get hired because they are excluded by artificial requirements.

In our current system Steve Jobs could not have qualified to teach computer science in high school.

Something wrong with that, don't you think?
