If the U.S. Govt made the loans that would be one thing but this is privately held debt in a Govt that doesn't exist any longer and was wiped out in 1949 for Mao. Would be nice to see people get their money back, but when you lend money at interest, it certainly isn't and shouldn't be risk free. They gambled and they lost when Mao came to power. I think these investors have as much a chance of collecting the money as somebody has in collecting debts owed by the Confederacy from the current United States Govt or from the current State governments of former Confederate States, which would be pretty similar IMO. I wish the investors luck they're going to need it. Obama won't lift a finger for them either, I guarantee it.
