That is counter-factual. The whole point of a neighborhood watch is to watch and report to the police. They aren't cops. They don't have the training. Being armed makes it more likely that the will get into situations where someone is going to die.

Like what happened here.

I know of no neighborhood watch that allows their watchmen to be armed. And this case is the reason.
