I agree with the principle you are espousing here... but I am not sure whether what you are saying about the legal definition of 'enemy combatant' is true anymore or not. Donno exactly. Might have been CHANGED (to specifically allow targeting of Americans, to encompass certain folks actively trying to kill other Americans, etc., under the legal heading of 'enemy combatant...) with the Patriot Act amendments... or by one of the Executive Orders signed by Presidents Bush or Obama....
