Without a doubt can see it in the high density urban counties within easy commuting distance to jobs. Sacramento still has a tons of land all around the suburbs home prices are affordable. But places like Carmel and SB housing way too expensive yet tons of land much of it flat,nothing special not used for agriculture in any way must either be owned by the government or very low density and restrictions to placing utilities could be some possible added reasons
