I can see you point that Prop 13 distorted supply and demand and government budgets... 15 years later.

Prop 13 was passed in 1978 and had little effect on prices for the duration of the 1970's when prices rose 400% on average and more in high demand areas.

The 30 year difference in property taxes between 2 similar properties is significant. The 2 year difference (1980 vs 1978) is not much.

Republicans exist throughout the country. Where else has prop 13 been implemented by the evil doers?

Something special happened in California in that timeframe. Supply and demand imbalances are suspect. I'm sure high taxes were a factor as well.
