Something will need to be done about the correctional system. Maybe prisons need to be harsher, and sentences - briefer. The fact that the US, with a population of 5% of the global, is housing 25% of world's prisoners shows that something ain't done right.

The mandatory minimum sentence here for armed robbery is 14 years and they have to do at least 7 of it.
Apparently the threat of such a sentence did not discourage the Yutes in the report you posted.
