I know a young man, a son of friends, who was kept for a couple of months in jail in a resort town during the winter months, on a small charge - I've always suspected that they locked him up so that the local corrections guys wouldn't be stuck with an empty jail for the slow part of the year. It was in an expensive fancy town on the beach, on Long Island NY.
