Samsung is targeting 62.2% of the market with Android and Windows phones. If the market share of Android and WP rises or falls, that market can go up or down. But at this moment Samsung is targeting 62.2% of the market... just as Nokia is only targeting 2.2% of the market as it does not have any Android phones to target the other 60%. WP can rise and fall and has been falling Q after Q after Q. Maybe it will eventually rise, but it hasn't happen yet.

BTW, I'm not some Nokia bear. I'm actually long NOK and as almost everyone, holding a losing position. But I'm a realist. Nokia is addressing a very small market with WP with the hope that that market will rise and a feature phone market that is shrinking fast. For the last 18months, the WP market share has also been falling. Don't know how long it will take Nok to come up with a plan B. At the rate they are losing money, my guess is 4-6 more quarters (1-1.5 more year) before they run out of cash so it needs to happen before then.
