"to be competitive and so attract the smartest and brightest to get ahead of the game" That's what governments should do. Very good.

Most of Africa's backwardness is due to not being a place attractive to foreign people to go there settle and do business. Most Indians in the East and Lebanese in the west. And this under extreme duress and one can thank their tenacity for their success. I know a few of them.

In Angola, right now, instead of attracting people to go there and do business they put layer upon layer of difficulties for foreigners to do business. I wish them luck, for I see how Nigeria developed for the last 29 years since I went the in 1983.

Brazil is what Brazil is thanks to foreigners that came and settled here . You can see the individual regions' development reflecting the quality of the immigrants that settled in that particular area.

Don't have a clue how all of that relates to the instant case of an individual incurring a tax liability and opting to leave the country, temporarily, to avoid his obligation, but if your committee sees it that way, go figure....

This Grover Norquist mentality will destroy/has destroyed this country and folks can't see the big picture
