Although, that's one way to look at Social Security and Medicare. Really, they are run more like insurance policies with really bad administrators who don't do actuarial statistics really well. :)

Actually SS is pretty actuarial sound. Men on average get a little less than they pay in; women a little more because they live longer. Overall it needs a little more funding, not much.

Medicare is a total mess because of the US runaway medical costs. If we had European per capita medical cost levels it would be close to fine.
