I'm sure you recall that Clinton famously admitted he used pot but "didn't inhale". That's public record.

As for Bush, he (also famously and repeatedly) refused to confirm or deny cocaine and pot use. He would only say that "when I was young and irresponsible, I was young and irresponsible."

Bush quoted that he had not "used drugs for 7 years":

Bush also had a huge drinking problem. To his great credit, he gave this up at age 40 as part of his turn towards God.
