In the end, as (I think) UW would say, war is ugly. There is simply no way to kill human beings nicely and neatly.

Concur.
But there is a way to do it that conforms with the US Constitution and the Law of Land Warfare.

The last time I read those docs, I saw nothing that authorized POTUS to decide who lives and who dies and the method of killing the latter.
