Employers are a real problem as well. There is a lack of appreciation by MBA types of just how much development is required to train people for jobs in the energy industry or automated industry. Have early retirement incentives to rush out the old and experienced hard workers and then replace 3 oldsters with two 22 year old's with a certificate from a junior college or a recent 4-6 year veteran. Even a highly motivated veteran walking out of the engine room of a ship will take years of development before this person can cover a reasonable % of the retirees performance.
