Buddy, Hawaii doesn't have paper records anymore, it was all microfilmed or microfiched. If you want a copy of your records, you fill out a form and they mail you a paper copy. A simple scan of such a copy will not end up with 9 layers unless tampered with. A simple .pdf scan does not result in a layered document. There is no reason to scan in .pdf and then use photoshop or illustrator on it as was done with the long form.
