That is another of Bush's failures. I still think he towers over Clinton and Obama.

Bush failed to veto the Congress. He failed completely to stand up to Nancy Pelosi when her reign of ruin began as speaker.

Worse than that was his willingness to let the DeLay led House pass some incredibly pork-laden budgets.
