I am just commenting on what I am observing in Wisconsin.

The political consensus in Wisconsin appears to be that the public workers are getting to much in the way of benefits. The taxpayers are curtailing what they perceive as excesses of the past.

By small, I mean less than 50%... which is what determines the result on an election.

The difference between public and non public workers is that the public worker gets to vote for his ultimate paymaster. Private workers do not.

There are plenty of campaigns where someone running for office promises public employees increased benefits paid for by taxpayer money.

So, while public workers pay taxes, they also benefit from those taxes in terms of salary and benefits.
