Solyndra does not belong to the govt, it is one of many creditors, some secured others unsecured. The corrupt administration even allowed some of the federal loans to be subordinated to private debt. The loans were granted to scale up manufacturing, which almost certainly means that the patents were awarded well before the loans.

No, the government guaranteed private loans to Solyndra. Since Solyndra is bankrupt and cannot pay, the government will have to step in and pay those loans off.
