It is Boehner and the Republican dominate House who is blocking that. Reid would even have his colleagues pass the budget. But the "Cloture clause" is being very effectively applied by the Senator who said on day one "that his goal is to have Obama in for one term only." And he has been so effective in his bullying even his own Senators, that the Senator from Maine has decided not to rerun because of that blind partisanship. The budget will pass in the Senate if there is a "up or down" vote.
