I have been trying to understand your original statement.

In fact, we would have no problem turning our budget deficits into surpluses if we reduced our defense budget to a size appropriate to the size of the nation.

This statement is simply not realizable. This is an often repeated statement by people who have little understanding of the magnitude of our current deficit.
