It is not considered a person in most civilized jurisdictions. In Canada it is considered a person once it completely leaves the body.

It is a potential person. But it is no more "potential" than an egg or a sperm. It is just farther along in steps. The unborn have no rights because they are not individuated. They are part of the body of a human person with rights. A child in a stroller is a person and an individual and has rights. It is not part of someone's body.

I cannot forcibly hook up a baby (or an adult)) to you. And you cannot force a woman to stay hooked up to her fertilized egg or embryo.
