No.. I think that would actually qualify.. We turned an expedition against the Seminoles into the outright conquest of Florida, which belonged to Spain.

So I stand corrected.. Monroe was the first President to engaged in an unprovoked invasion of a foreign country.

And yes.. no doubt the Spanish and British would both encouraging the Seminoles to engage in hostilities against the US. But we had been fighting war by proxy for some time ourselves against various Indian nations.

But we don't count the Indian nations as "foreign territory"..
