The United states was the federal gov. that land and building was owned by the UNITED States.

You are looking at the fed gov like you look at it today, not back in 1861. The south paid for most of that fort, probably 80% since the south was paying the brunt of the fed. budget

what ?? it was to house the military forces of the new Country the CSA not some militia.

you keep talking about the federal gov. Ok I'll p[lay your game, there was a large part of the 'federal' gov that approved the move wholeheartedly, the only ones who didn't approve were the ones who weren't gonna get any tariff money and would now have to pay their own way
