Is there not a sizable lower class and poor folks in Brazil that could be trained without resorting to imports or do you have a problem like Canada where some folks do not want jobs out of their field or that they consider beneath them or that they need to move for ? Here they are adjusting the unemployment insurance rules to address the situation.. I dunno if you guys even have such a safety net ?
