Perhaps in the context of a recipient's bill it's free.

They're not free for hard-working Americans who will be paying far more taxes to pay for ObamaDoesn'tCare. 75% of the population are expected to pay far higher taxes in order to provide Obama voters with free healthcare. We don't need more gov bureaucracy - it's a permanent drag on the economy.
