It's surprising that taking photos in the street and publishing them is illegal, but Germany would be a place to institute such a rule. They are very strict and teutonic. <Germany doesn't allow StreetView. > Street View is very useful. Germany and China are repressive places so they inherently dislike the free-wheeling Google spirit. No doubt the secret police are free to take all the photos they want and use them for whatever nefarious purpose they choose.

Requiring a government permit to record and publish a public scene is a good step to controlling the population.
