Jobless rate for employees is 0%... Therein lies the assumption that once employed by the public sector, you'll be tainted and remain so for the rest of your life. BTW, public sector employees tend to be educated people with high job prospects, so their unemployment rate tends to be low. I know you don't like educated people.
