Blame it on Helmut Kohl with its purchase and bail out of Eastern Germany. Germany from one day to another had a captive market within its own border.

Once that proved very profitable they expanded the concept of financing consumption of its neighbors. With a difference. The Eastern Germans do not owe anything to German banks...

Compare that with the Hungarians and Latvians.
