The processed food industry, farmers and the medical/pharma complex who all make massive profits from growing, making, and selling junk food then treating (not curing) people for the ills it causes, taken together dwarf any political or economic force that has tried to being them to heel.

From my years of living around Europe, I find most people there just aren't interested in crass consumption the way Americans are, certainly not when it comes to junk food, though it has become a staple there too. They just don't glorify it and live off it like many do in the US.

I suspect Bloomberg's latest move was just a stunt to get the issue back in the public debate again. Nothing will change otherwise. Imagine if no one had gone after Big Tobacco, we'd all still be smoking too.
