A component of survival for the U.S. is to be in a constant state of flux. If everyone woke up tomorrow completely satisfied the US and most of the world would soon collapse. Everyone needs the latest fads, clothes and technology - any proposal to drop out would be met with deadly force. It has gone from a culture of freedom to a state of enforcement and that enforcement is a big business. If there are not a enough laws on their own books to enforce they will borrow new laws from other places.
