"Paranoia of the government", is an unclear phrase, it could mean that the government is paranoid, or that people are massively and unreasonably afraid of the government. In this case its more of the former. The government wants to try to keep the information and opinions available to the people under control, apparently at least in part because of fear of the people (which was probably made stronger by recent uprisings to its north.
