VAT, which currently stands at 18% at the top level, one of the lowest in Western Europe.

WOW.. Ours (federal) was 7%.. went to 6% and now 5%.. Some provinces here cloud the issue by merging their sales tax with the federal tax (Feds act as the tax collector, well really business is stuck with the task) ie in Ontario where I live it is 13%, where 8% is the provincial component.. at any rate we are already complaining here... when they merged them a while back we had an overnight 8% increase in things like insurance and gasoline.. nice inflation...

as an aside.. in Ontario where I reside the merged taxes are side by side.. ie simple 8 + 5 = 13 %
In Quebec the taxes are additive ie.. The provincial component is calculated upon base amount plus federal component.. ie tax on tax :o(

I wonder if taxpayers see better than a negative 80% return on taxes paid all told ?
