Countries always prefer state-to-state. They do no like enterprise-to-enterprise of individual-to-individual.

State-to-state keep the control. Allows for the friends of the government to be involved and profit.

Let me show you graphically. When a country arrives, you see the city full of neon lights of major banks, companies and global brands.

Angola have been growing by double digits. You don't see the neon lights. All the business is conducted inside, and sanctioned by the embassy.

Evey month or so, you read about Brazilian, Portuguese and Chinese bureaucrats arriving to sign deals. Along come the companies friends of the government. All financed by a line of credited.

Try as a company to go there and do business. You get nowhere.
