Can only mention again , that an ex military pilot & Gov is witnessing an event this significant , can draw upon any of a number of options to get assets in the air from any of a dozen airports all over the basin . Even a car that gets hijacked or drug chase brings in local police air support immediately within minutes ,one would think a craft like this lounging for over an hour would have at least a 1/2 dozen of the local news helicopters all over it too ? Inquiring minds would love to know ...

Now imagine any major airspace event like this happening post 9/11 and it doesnt recieve any kind of inspection from either AF , police or news aviation ....well then you can be 100% sure its military & these other agencies have been told hands off . Only in AZ , if it were happening over Silicon Valley military or no military there would be 25 copters all over it as i'm sure there would be more than a few inquiring minds that possess billions would have aricraft airborne asap for their own investigation . These guys would be all over it and have the assets ... No ET getting away with lazy flights over SV i would absolutely guarantee that or the SF Bay Area , there's at least 200 Helicopters that would be mobilized from police , news to private/corporate. (and instant global coverage)
