He had a majority in the house and senate, a monster mandate and refused to use the tools bush used like executive action, reconciliation and recess appointments. He made use of all those tools. The ACA, in the end, was passed via reconciliation, and he has made and been blasted for making a lot of recess appointments. This past week he used executive action to make a change in immigration policy. Again, I'm all for criticizing the real mistakes Obama has made. But I'm not going to go along with it when the criticisms are off base, no matter whether they come from the right or the left.
