If I your chart with Soberlook's, the conclusions I'm left with is that (1) commercial lending (excluding lending to financial entities) is growing and (2) individuals are not getting the benefit of increased lending.

I doubt that lending to financials is a problem - they must be deleveraging, a good thing. On the other hand, increased lending to non-financial commercial and industrial entities might mean that we are looking at a green shoot of growth.

Indidviduals are - on the whole - probably not getting credit because many are no longer credit-worthy and/or many are deleveraging.

This is counterintuitive [I recognize it's best to leave one's intuition at the door when dealing with macro issues] but it might be the way it is.

This is getting a bit beyond me, I'm simply an interested amateur.
