Many institutions CANNOT buy Nasdaq Small Capitalization stocks.
Their charter restricts them. Many other do not buy such stocks
as a matter of policy. This is a negative which is already
reflected in the stock price. If and when ANCR satisfies the
Nasd requirements for full listing, the stock could surge because
of the substantial increase in demand.
