If you're excepting partial fills on your order, you should be getting filled at least some at .028. Call your broker and have him contact the trading floor and find out what the hell is going on.

Off-hand, I'd say a few people just filled on their buys. Surely they weren't waiting for a sell, which seems to be current last trade, though I didn't catch volume. I'd expect quick fills on buys. Of course, that depends on which MM it was that bought all those .025 shares and which MM is currently on the Ask.
