This is an urban-centric notion from a man who thinks the whole world is like his own and the cops are right down the street to protect him.

anybody who was in L.A. during the 1992 riots remembers that the police were standing on the outskirts of the riots and not venturing in to save anybody or anything. The people were on their own and at the mercy of thugs. Several neighborhoods near the rioting blocked off their streets and the residents formed impromptu militias and stood guard with guns. The riot raged nearby, but their streets were safe.

The cops ain't always gonna be there folks. And actually, a much more realistic view of the role of police is that they clean up the mess and apprehend criminals, but they certainly don't protect the people from crime happening to them.
