Yes, you absolutely have to come to a complete stop BEHIND the crosswalk line. Then you can safely roll forward.

There is a light in Capitola that is infamous for being a stoplight trap. I always stop well back from the crosswalk, and sometimes wait for several seconds before making a right turn on red. I'm sure there are many more that I'm not aware of....
