and a sane and civil government.. look at the US.. if the prez doesn't control the two houses he can easily be a lame duck.. then you have committee with no brain... oh wait.,. that's what a committee usually is :O)

Our PM has it easy once he garners a majority.. if an MP dissents he just boots him out LOL ,, I figure we get 20% value per tax dollar :O)
