"Project managers in the early stages assume that Y2K projects are just another maintenance project - an assumption proved false by managers in later stages," said Mr Kappelman.

"This further supports the notion of the Y2K problem having an 'iceberg effect', with most of the problem being unseen at first glance only to be revealed upon deeper inspection.

"Organisations should re-examine projected costs often and revise cost estimates as knowledge and experience increase."
