Saudi Arabia is terrified of a current U.S. boom in shale oil; it is hoping that lower prices will render much of the drilling in North Dakota's Bakken Shale and Canada's oil sands uneconomical.

Don't bank on it. S. Arabia needs oil prices high to buy social peace. Else, Arab Spring.

Last year, when there were stirrings in Saudi Arabia in response to the Arab Spring in the region, the (Royal) family rolled out a new $130 billion public welfare program to be sure that peace and tranquility continued to reign.
