Badly done, they raise costs more than the benefits they confer. My sense is that those who make our laws (legislatures, courts and agencies) have lost their way and no longer see how to accomplish legitimate goals while balancing costs and promoting the rule of law. Complexity is not necessarily better - just more complex. ij
