So, every state could implement an individual mandate if the legislature implements the appropriate laws. Amendments are just a part of the legislative process.

Correct--if that law squared with that state's constitution. However, inasmuch as something like 12-14 states sued to overturn universal health care I doubt there would be 100 per cent of the states participating in something like this.

Possibly the Federal Government might be able to force them to make such a mandate by making this a requirement in order receive Federal Medicaid money.
