I too have been on the Petrobras proposal game. For me it was a number of years ago for two ammonia plants. Neither project went ahead. I must say Petrobras is not alone in having contractors spend a lot of money on proposals for projects that never went ahead. A preferred way to bid is to sell a FEED study that includes sufficient engineering that the price - especially for a big project - is more accurate. In my shop I used to argue with management about just how much engineering was needed for a specific accuracy. LOL - some jobs and their proposals were simply a joke that lead to substantial loses.

The engineers role in a proposal was to tell management price. Once we had a good price bogey - it did not matter to me what the job was bid or sold at. All we had to do was make price. Ah - but then there is/was the issue of defining scope. All good things to have behind me.
