Most analyses I have read show flat rates to be very beneficial to the rich. Denial of the old principle of progressivity. Further flat rates would not last more than a year or so since Congress uses the tax system as a means to pay off supporters. Flat rates would become very lumpy very quickly. A mere return to the tax rates in place during the Clinton years (combined with stopping the imperial wars) would fix the deficit very rapidly. Indeed just letting the Bush cuts expire would do the major lifting in getting deficits under control.
