I had in mind a Mexico city close to the Arizona border.
Your post was clear enough.

Somehow I think the people of Nogales would not be happy with Arizona dumping illegals from throughout the state in their backyard.

I agree. Why add to California's problems? There are still some of us sane people left here in the state, and we are suffering enough at the influx of illegals.
