Microsoft's languages like visual basic make it relatively easy to create custom apps but the other side of the sword is that they are vulnerable to security problems.

Earlier in my career, I ran an IT department that support our lab (about 800-900 programmers in 2 sites) for a couple of years. We don't buy equipment based on a single application unless someone just has tons of money to burn. Creating customized application is a big deal because of the maintenance issue (e.g. do we have to staff up for the next 10 years to support a single application while someone in Asia is going to call middle of the night for some bug?). It is more of an issue of existing laptop application and whether they will move to tablet (and hence my comment about msft tablet. They will be the major beneficiary if there is a big movement of customized apps on tablet not Andriod or IOS)

If someone today need a customized application, development is one issue. But distribution, security, maintenance, and support all come to play. And no one want to have to issue multiple mobile device to their workforce if they don't have to. So existing usage of their mobile device will play a key role in selecting the ultimate device for the new apps. If it is a Adnroid shop, it will stay Android. If it is an IOS shop, it will stay IOS. Supporting a mixed IT shops means that you have to have at least 2 Android experts (never work with only 1 expert on staff. If he is sick, the entire support group is screwed) and 2 IOS experts. And it become very expensive very fast.

The Android tablet look to be very under power. The small storage size means no personal use of the device (e.g. photo, music, movie etc.. all need some storage space.. 8G to 16 G seems to be very small for today on the go folks). It seems to be a device that allow one to go on internet, stream some video and that is about it. It is going to have a tough fight with the China no name brand tablet at similar price point.
